ಕೋವಿಡ್ ಎರಡನೇ ಅಲೆ ಪ್ಯಾಕೇಜ್ – 2 ಘೋಷಣೆ

ಬೆಂಗಳೂರು: ಕರ್ನಾಟಕದಲ್ಲಿ 2ನೇ ಅಲೆ ಕೋವಿಡ್ ಪ್ರಕರಣಗಳು ಹೆಚ್ಚುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಕಠಿಣ ನಿರ್ಬಂಧಗಳನ್ನು ಜಾರಿಮಾಡಿದ್ದು ಇದರಿಂದ ಬಾಧಿತವಾದ ಸಮಾಜದ ವಿವಿಧ ವರ್ಗಗಳಿಗೆ ಈಗಾಗಲೇ ಪರಿಹಾರದ ಪ್ಯಾಕೇಜ್‍ನ್ನು ನಮ್ಮ ಸರ್ಕಾರ ಘೋಷಣೆ ಮಾಡಿದ್ದು, ಇಂದು ಎರಡನೇ ಪ್ಯಾಕೇಜ್ ಅನ್ನು ಘೋಷಿಸಿದೆ.

ವಿಧಾನಸೌಧದಲ್ಲಿ ಪತ್ರಿಕಾಗೋಷ್ಠಿ ನಡೆಸಿ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಮಾತನಾಡಿದರು. ಕಠಿಣ ನಿರ್ಬಂಧಗಳ ಜಾರಿಯಿಂದ ತೊಂದರೆಗೀಡಾಗಿರುವ ಬೇರೆ ಬೇರೆ ವರ್ಗದವರಿಂದಲೂ ಕೂಡ ಹಲವಾರು ಮನವಿಗಳು ಬಂದಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಆರ್ಥಿಕ ಹಿಂಜರಿತನದ ನಡುವೆಯೂ ಕೂಡ ಸಂಕಷ್ಟಕ್ಕಿಡಾಗಿರುವ ವರ್ಗಗಳಿಗೆ ಈ ಕೆಳಗಿನ ಪರಿಹಾರವನ್ನು ನಾನು ಘೋಷಣೆ ಮಾಡುತ್ತಾ ಇದ್ದೇನೆ ಎಂದು ಪ್ರಕಟಿಸಿದರು.

1. ಪವರ್ ಲೂಮ್ ನೇಕಾರರು

ಪ್ರತಿ ಪವರ್ ಲೂಮ್‍ಗೆ ಇಬ್ಬರು ಕೆಲಸಗಾರರಿಗೆ ಮೀರದಂತೆ ತಲಾ ರೂ 3,000ದಂತೆ ಪರಿಹಾರ ನೀಡಲು ನಿರ್ಧರಿಸಿದೆ. ಇದರಿಂದ ಸುಮಾರು 59 ಸಾವಿರ ಪವರ್ ಲೂಮ್‍ಗಳಿಗೆ 35 ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ.

2. ಚಲನಚಿತ್ರ ಮತ್ತುದೂರದರ್ಶನ ಮಾಧ್ಯಮದಲ್ಲಿನಅಸಂಘಟಿತಕಾರ್ಮಿಕರು

ಚಲನಚಿತ್ರೋದ್ಯಮ ಹಾಗೂ ದೂರದರ್ಶನ ಮಾಧ್ಯಮದಲ್ಲಿ ತೊಡಗಿಸಿಕೊಂಡಿರುವ ನೋಂದಾಯಿತ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರಿಗೆ (ಕಲಾವಿದರು, ತಂತ್ರಜ್ಞರು) ತಲಾರೂ 3,000ದಂತೆ ಪರಿಹಾರ ನೀಡಲು ನಿರ್ಧರಿಸಿದೆ. ಇದರಿಂದ ಸುಮಾರು 22 ಸಾವಿರ ನೋಂದಾಯಿತ ಕಾರ್ಮಿಕರಿಗೆ ಅನುಕೂಲವಾಗಲಿದ್ದು ರೂ 6.6 ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ.

3. ಮೀನುಗಾರರಿಗೆ ಪರಿಹಾರ

ಭಾರತ ಸರ್ಕಾರದ ಉಳಿತಾಯ ಮತ್ತು ಪರಿಹಾರ ಯೋಜನೆಯಡಿ ನೋಂದಾಯಿಸಿದ 18,746 ಮೀನುಗಾರರಿಗೆ ತಲಾ ರೂ 3000 ಗಳ ಪರಿಹಾರ ನೀಡಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಇದರಿಂದ ರೂ 5.6 ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ.

ಇದಲ್ಲದೆ ಒಟ್ಟು 7,668 ಇನ್‍ಲ್ಯಾಂಡ್ ದೋಣಿ ಮಾಲಿಕರಿಗೆ ತಲಾ ರೂ 3,000ರಂತೆ ಪರಿಹಾರ ನೀಡಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಇದರಿಂದ ರೂ 2.3 ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ. ಇದಲ್ಲದೆ ಮೀನುಗಾರರ ಸಂಘಗಗಳಿಂದ ಒಳನಾಡು ಮೀನುಗಾರಿಗೆಕೆ ಸರ್ಕಾರಕ್ಕೆ ನೀಡಬೇಕಾಗಿರುವ ಕಾಂಟ್ರಾಕ್ಟ್ ಫೀಸ್‍ನಲ್ಲಿ ಶೇ.25 ರೀಯಾಯಿತಿಯನ್ನು ಸಹ ನೀಡಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.

4. ಮುಜರಾಯಿ ದೇವಸ್ಥಾನದ ಅರ್ಚಕರು ಮತ್ತು ಸಿಬ್ಬಂದಿಗಳು

ಮುಜರಾಯಿ ಇಲಾಖೆಯ “ಸಿ” ವರ್ಗದ ದೇವಸ್ಥಾನಗಳಲ್ಲಿ ಕೆಲಸ ಮಾಡುವ ಅರ್ಚಕರು, ಅಡಿಗೆ ಕೆಲಸಗಾರರು ಮತ್ತು ಸಿಬ್ಬಂದಿಗಳಿಗೆ ತಲಾ ರೂ 3,000 ಗಳನ್ನು ನೀಡಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಈ ವರ್ಗದಲ್ಲಿ ಸುಮಾರು 36,047 ಜನರಿದ್ದು ಇದರಿಂದ ರೂ 10.8 ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ.

5. ಮಸೀದಿಗಳಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸುವ ಪೇಶ್ ಇಮಾಮ್ ಮತ್ತು ಫೌಜಿಂ ಗಳಿಗೆ ತಲಾ 3,000 ರೂ. ನೆರವು ನೀಡಲಾಗುವುದು.

6. ಆಶಾ ಕಾರ್ಯಕರ್ತೆಯರು

ಆಶಾ ಕಾರ್ಯಕರ್ತೆಯರು ಕೋವಿಡ್-19ನ ಸೋಂಕನ್ನು ತಡೆಯಲು ಹಗಲಿರುಳು ಶ್ರಮಿಸುತ್ತಿದ್ದಾರೆ. ಈ ವರ್ಗದವರಿಗೆ ಸಹಾಯ ಮಾಡುವುದು ಸರ್ಕಾರದ ಆದ್ಯ ಕರ್ತವ್ಯವಾಗಿದೆ. ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಕೋವಿಡ್-19 ತಡೆಗಟ್ಟುವಲ್ಲಿ ಫ್ರಂಟ್ ಲೈನ್ ವಾರಿಯರ್ಸ್ ಆದ ಆಶಾ ಕಾರ್ಯಕರ್ತರಿಗೆ ತಲಾ ರೂ 3,000 ಗಳ ಪರಿಹಾರ ನೀಡಲು ನಿರ್ಧರಿಸಿದೆ. ಇದರಿಂದ ಒಟ್ಟು 42,574 ಆಶಾ ಕಾರ್ಯಕರ್ತರಿಗೆ ಸಹಾಯವಾಗಲಿದ್ದು ಅಂದಾಜು ರೂ 12.75 ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ.

7. ಅಂಗನವಾಡಿ ಕಾರ್ಯಕರ್ತೆಯರು

64,423 ಅಂಗನವಾಡಿಯ ಕಾರ್ಯಕರ್ತರು ಹಾಗೂ 59,169 ಅಂಗನವಾಡಿ ಸಹಾಯಕರಿಗೆ ತಲಾ ರೂ 2,000 ಗಳಂತೆ ಪರಿಹಾರ ನೀಡಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಇದರಿಂದ ಸರ್ಕಾರಕ್ಕೆ ಅಂದಾಜು ರೂ 24.7 ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ.

8. ಶಾಲಾ ಮಕ್ಕಳಿಗೆ ಹಾಲಿನ ಪುಡಿಯನ್ನು ನೀಡುವ ಬಗ್ಗೆ

ಈ ಸಮಯದಲ್ಲಿ ಹಾಲಿನ ಬೇಡಿಕೆ ಕಡಿಮೆಯಾಗಿದ್ದು ಹೈನು ಉದ್ಯಮದಲ್ಲಿ ತೊಡಗಿಸಿಕೊಂಡ ರೈತರಿಗೆ ಸಮಸ್ಯೆಯಾಗದಂತೆ ಹೆಚ್ಚುವರಿ ಹಾಲಿನಿಂದ ಪುಡಿ ತಯಾರಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಎಲ್ಲಾ ಶಾಲೆಗಳು ಕಠಿಣ ನಿರ್ಬಂಧಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಮುಚ್ಚಿದ್ದರೂ ಆಹಾರ ಧಾನ್ಯಗಳನ್ನು ಶಾಲಾ ಮಕ್ಕಳಿಗೆ ವಿತರಿಸಲಾಗುತ್ತಿದ್ದು ಹೆಚ್ಚುವರಿಯಾಗಿ ಆಹಾರ ಧಾನ್ಯಗಳ ಜೊತೆಗೆ ಅರ್ಧ ಕೆ.ಜಿ ಹಾಲಿನ ಪುಡಿಯನ್ನು ಜೂನ್ ಮತ್ತು ಜುಲೈ ತಿಂಗಳಿನಲ್ಲಿ ನೀಡಲು ತೀರ್ಮಾನಿಸಲಾಗಿದೆ. ಇದರಿಂದ ಸರ್ಕಾರಕ್ಕೆ ಅಂದಾಜು ರೂ 100 ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ.

9. ಅನುದಾನ ರಹಿತ ಶಾಲೆಗಳ ಶಿಕ್ಷಕರು

ಅನುದಾನ ರಹಿತ ಶಾಲೆಗಳ ಶಿಕ್ಷಕರಿಗೆ ತಲಾ 5,000 ರೂ. ಪರಿಹಾರ ನೀಡಲಾಗುವುದು. ಇದಕ್ಕಾಗಿ ಸುಮಾರು 100 ಕೋಟಿ ರೂ. ವೆಚ್ಚವಾಗಲಿದೆ.

10. ನ್ಯಾಯವಾದಿಗಳಿಗೆ ಪರಿಹಾರ

ನ್ಯಾಯವಾದಿಗಳ ಕಲ್ಯಾಣ ನಿಧಿಗೆ ರೂ 5 ಕೋಟಿ ನೀಡಲು ತೀರ್ಮಾನಿಸಲಾಗಿದೆ. ಈ ನಿಧಿಯನ್ನು ಅಗತ್ಯವಿರುವ ನ್ಯಾಯವಾದಿಗಳು ಮತ್ತು ಬೆಂಚ್ ಗುಮಾಸ್ತರುಗಳಿಗೆ ಉಪಯೋಗಿಸಲಾಗುವುದು.

11. ಕೈಗಾರಿಕೆಗಳಿಗೆ ಪರಿಹಾರ

MSME ಕೈಗಾರಿಕೆಗಳಿಗೆ ಮೇ ಮತ್ತು ಜೂನ್ 2021ರ ಮಾಹೆಗಳ ಮಾಸಿಕ ವಿದ್ಯುತ್ ನಿಗಧಿತ ಶುಲ್ಕಗಳನ್ನು (Fixed charges) ಪಾವತಿಸುವುದರಿಂದ ವಿನಾಯಿತಿಯನ್ನು ನೀಡಲಾಗುವುದು. ಇದರಿಂದ ಸರ್ಕಾರದ ಬೊಕ್ಕಸಕ್ಕೆ ರೂ 114.70 ಕೋಟಿ ಹೆರೆಯಾಗುತ್ತದೆಂದು ಅಂದಾಜಿಸಿದೆ.

MSME ಕೈಗಾರಿಕೆಗಳನ್ನು ಹೊರತುಪಡಿಸಿ ಇತರೆ ಕೈಗಾರಿಕೆಗಳ ಗ್ರಾಹಕರು ಮೇ ಮತ್ತು ಜೂನ್ 2021ರ ಮಾಹೆಗಳ ಮಾಸಿಕ ವಿದ್ಯುತ್ ನಿಗಧಿತ ಶುಲ್ಕ ಪಾವತಿಸುವುದನ್ನು ದಿನಾಂಕ:30-7-2021 ರವರೆಗೆ ಮುಂದೂಡಲಾಗುವುದು. ಇದರಿಂದ ಸರ್ಕಾರದ ಬೊಕ್ಕಸಕ್ಕೆ ರೂ 5.56 ಕೋಟಿ ಹೊರೆಯಾಗುತ್ತದೆಂದು ಅಂದಾಜಿಸಿದೆ.

ಈ ಎರಡು ಕ್ರಮಗಳಿಂದ ಸುಮಾರು 3 ಲಕ್ಷ ಕೈಗಾರಿಕೆಗಳಿಗೆ ಅನುಕೂಲವಾಗಲಿದೆ ಎಂದು ತಿಳಿಸಿದರು.

A HUMANITARIAN GESTURE, BY BENGALURU DIVISION STAF

Bengaluru:On the late evening of 22nd May 2021, Saturday, the staff at the station noticed that a middle aged woman had been lying abandoned in the KSR Bengaluru Railway Station Premises. Immediately Shri. Shankrappa, Assistant Sub Inspector, Kum. H. Meena, Women Constable and Shri. K.R. Kumar Dy. Station Manager (Commercial) of Bengaluru Division reached the spot and found she was suffering from high fever.

It was learnt that she had been abandoned at the station by family members
suspecting that she had been infected with Covid-19. The staff members immediately cleaned her up, gave water and food and spoke to her and tried to give some solace. They coordinated with Government Railway Police and arranged to send her to KC General Hospital, where her treatment was arranged.

Divisional Railway Manager Shri Ashok Kumar Verma has appreciated the timely gesture of the staff and said that such acts of selflessness and compassion reinforce faith in humanity.

 

 

State’s Health infrastructure ramped up significantly since pandemic: Minister Dr.K.Sudhakar

Bengaluru – May 23, 2021: Capacity to test 1.5- 2 lakh samples per day, availability of 1,015 MT oxygen, availability of more than 22,000 oxygen beds, supply of Remdesivir as per requirement and various other measures initiated by the state government to control the pandemic has invariably ramped up the health infrastructure in the state.

Ever since Dr.K.Sudhakar took over Health and Family Welfare along with Medical Education Department in last October, both departments have worked in synergy towards improving health infrastructure in the state. This has helped the state in mitigating the impact of second wave and provide timely treatment to the patients .

Increased Testing:

Towards the end of February, about 60,000 -70,000 cases were being tested per day. This number has been ramped up to more than 1,00,000 daily. So far, 2.85 crore samples have been tested in the state out of which 2.38 crore tests are RT-PCR. Union Govt has suggested states to ensure atleast 70% of tests are RT-PCR. However more than 80% of the tests on Karnataka are RT-PCR tests. As many as 241 (Govt: 91; Pvt: 150) RT-PCR laboratories are functional in the state.

Testing capacity has been increased before the surge of COVID-19 cases, thus capturing all the positive cases. Swab collection centres are established at all levels (PHC/CHC/GH/DH and Fever clinics) for every 50,000 population.

Infrastructure (oxygenated beds, ICU & Ventilators)

In March 2020 Department of Health and Family Welfare Karnataka had only 1970 oxygenated beds, 444 ICU beds and 610 beds with ventilators. Over the past one year additionally 22,001 oxygenated beds, 1,248 HFNC beds, 701 ICU beds and 1,548 beds with ventilators have been created. These facilities which were earlier restricted to District headquarters have been extended upto Taluk and CHC levels.

Similarly, in March 2020, Department of Medical Education had only 4700 oxygenated beds, 341 Ventilators, 15 HFNO and 151 KL capacity of LMO. Over the past one year additionally 4705 oxygenated beds, 305 ventilators, 555 HFNC, 73 KL of LMO have been created.

Medical Oxygen:

State has sufficient medical oxygen supply for the treatment of Covid patients. State oxygen production capacity: 815 MT. GOI has allocated 1015 MT Medical oxygen. 2 PSA oxygen generation plants received at DH, Yadgiri and GH, KGF through foreign aid from Israel have been set up and made operational. Received 140 MT oxygen through ISO containers and Additional 4 ISO containers of 20 MT. Also, 3 facilities getting 1000 LPM capacity PSA plants with DRDO support at CV Raman Hospital, Bengaluru, ESI Medical College, Kalburgi and Koppal Institute of Medical Sciences. 380 Oxygen cylinders and 800 oxygen concentrators have been received from GOI. Additional 1600 Cylinders have been allotted and yet to be received.

In addition, 43 KL Liquid Medical Oxygen storage capacity is being augmented, work in progress (Mysuru, Chikkaballapura, Kolar, Ramanagar & Karwar districts). More than 1000 MT oxygen is received through ten oxygen express trains.

Oxygen wheels have been operational at Bengaluru, Chikkaballapura, Chitradurga, kalaburgi and Belagavi. Greenko has donated 200 Oxygen concentrators of 10 LPM capacity. 1000 oxygen bedded hospital inaugurated on 19th May 2021 at Toranagallu Ballari with support from JSW.

Remdesivir:

In the month of April 2021, purchase order has been given for 2,74,00 vials and received quantity is 1,80,700 vials till date. Again in the month of May 2021, purchase order given for 51,360 vials and received quantity 11,000 vials till date. Received 900 vials of Remdesivir Injection by M/s. Cipla Limited(Under CSR Activity). Received 56,943 vials of Remdesivir Injection by Government of India (US AID). Floated global tender for 5,00,000 vials and tender opened on 17/05/2021.

Vaccination:

State government is working towards a comprehensive plan to ensure vaccination for every citizen in the state by November-December. As on May 22, 1,20,14,015 doses have been administered into the state. In addition to 1,13,26,340 doses supplied by centre state has already received 14,94,170 doses from the order placed by state government.

 

MINISTER NIRANI REVIEWS COVID-19 SITUATION IN KALABURAGI IN A VIRTUAL MEETING WITH OFFICIALS AND PEOPLE’S REPRESENTATIVES

Mysuru, May 23: Mines and Geology Minister Murugesh R Nirani on Sunday held a virtual meeting with senior officials and people’s representatives and reviewed COVID-19 situation in Kalaburagi district. Minister Nirani said the number of COVID-19 cases has decreased considerably and the situation is under control in the district.

Addressing the officials, people’s representatives and media personnel who attended the video-conferencing, Nirani said Kalaburagi which was at third spot a fortnight ago, now climbed down to twenty-seventh position. “We were able to bring down the number of COVID-19 cases in Kalaburagi district due to tough measures and collective efforts. The number of positive cases in the district also declined significantly. There is no shortage of medicines and oxygen supply in the district,” added the minister.

Kalaburagi MP Dr Umesh Jadhav, MLAs Priyank Kharge, Ajay Singh, MY Patil, MLC Shashil Namoshi, Deputy Commissioner V Jyotsna, ZP CEO, SP, DHO and other senior officials attended the meeting.

Lauding the district in-charge minister for containing the spread of virus in Kalaburagi, MP Dr Umesh Jadhav wanted testing increased in rural areas. “Thanks to the efforts of Shri Murugesh Nirani the COVID-19 pandemic is under control in Kalaburagi. There is no shortage of essential medical equipment and medicine in the district. But the rural areas are facing problem, we need to increase testing and isolate patients there. And we should prepare ourselves to tackle the possible third wave,” the MP said.

Participating in the virtual meeting, Kalaburagi DC V Jyotsna said the district has been witnessing decline in the number of COVID-19 patients in the last ten days and it would come down further in the coming days. She said the PWD had submitted estimation to refurbish the abandoned ESI hospital in Shahabad and the facility would be opened soon. The DC further added the district administration has been focusing on controlling the pandemic in rural areas.

The minister also earned the praise from Congress MLAs Ajay Singh, Priyank Kharge, MY Patil and BJP MLC Shashil Namoshi for his prompt measures in tackling the situation in Kalaburagi. Namoshi stressed on the need to control the pandemic in rural areas. Ajay Singh said the district administration should focus on vaccination while Priyank Kharge wanted the authorities to move the infected people to covid care centres in rural areas.

Assuring all possible steps to contain the pandemic, minister Nirani said he will try to get more vaccines for the district. “I will speak to the Hon’ble Chief Minister and try to get more vaccines for Kalaburagi. We will strictly ask the authorities to get infected persons admitted to covid care centres to avoid further spread of virus in villages,” Nirani added.

Food Kits distributed to Sandalwood supportive actors

Bengaluru: Free food Kits were distributed on Sunday for supporting actors of Sandalwood who are facing hardship due to the COVID-19 pandemic.

DyCM & State COVID task force head Dr.C.N.Ashwatha Narayana symbolically distributed food Kits donated by Bharat Gowda Charitable Trust to artists, said, that the film industry was one of the sectors which had been severely hit on account of the pandemic.

The Cinema industry is in difficulties since March 2020 and their distress has been continuing due to restrictions on shooting activities and the closure of theatres. Organizations and donors should come forward generously at this juncture to help film artists considering the plight they have been facing, he said.

The government would examine about considering the film workers as frontline workers and facilitate them for vaccination, he told.

He also announced a personal aid of Rs 1000/- each to 200 supportive artists during the occasion.

Food kits to 30 artists were handed over at the spot and it was announced, remaining 170 kits would be sent to the homes of the artists.

Artists Honnavalli Krishna, Ganesh Rao, Meese Anjanappa, Dingri Nagaraj, Umesh Hegde, Sitara, Bharath Gowda, and others were present.

THE NINTH OXYGEN EXPRESS REACHED ICD WHITEFIELD, BENGALURU TODAY

Bengaluru:The Ninth Oxygen Express has reached ICD Whitefield at 07:30 am today (23.05.2021). It had started from Tatanagar, Jharkhand at 23:35 hrs on 21.05.2021.

A signal free ‘Green Corridor’ was created by the Railways to enable swift transport of this Oxygen Express, i.e. this train has run stoppage free, and has not had to wait for crossing/passage of another train.

This train has carried 6 Cryogenic Containers and each cryogenic container carried 20 Tonnes Liquid Medical Oxygen (Total tonnage: 120 Tonnes).

So far, Karnataka has received 1062.14 Tonnes of Liquid Medical Oxygen by Rail. Indian Railways has so far run 224 Oxygen Expresses and transported nearly 14,500 Tonnes of Liquid Medical Oxygen in 884 tankers to all over the country to assist state governments in their fight against Covid -19.
